Consider adjusting hand held weapons against structures

Consider making it extremely wasteful (in bullets/time?) to destroy giant blocks of steel with low level hand held weapons like the pistol, shotgun, or assault rifle (maybe even the first grade laser pistol too).​

I simply think its a bit silly that I can load up on 200 pistol bullets, walk up to a weapon factory, and blow a hole straight to its core without moving, and destroy it.​
