What I am suggesting is that
1) The number of plants in a game instance remain the same (for example 10)
2) In a game instance (seed) the properties of all that particular class of the plant are the same
3) If you restart the game, the properties of that class of plant will be different from the last game instance you played
Each instance should change the properties/configuration of some but not all of the fauna and wildlife.
If a plant looks like something on our own...
