Trying to get a feel for actual weapon damage

I have noticed (and I think it's been noticed elsewhere on the forum) that the advertised damage inflicted by an SV or CV weapon is less than its reported damage in the inventory or constructor information panel. For instance, when shooting at large hardened or combat steel, the minigun turret inflicts 3 damage per round.
