Increase power requirement for SV weapons

I was watching a video today of an SV against a CV and the CV never hit the guy while the SV had 10 railguns just pounding the CV to death. If you increased the power usage, SV's would require more gennies and fuel in order to fit more than 2 weapons making them much bigger and less maneuverable.

The design just seems to be way off when a very tiny SV can fit 10 railguns and still be as nimble as a cat.
