Can't Build the Default Starter HV-1 Blueprint

Got everything in the factory to build the tier 1 HV blueprint...I start production and the timer eventually runs down but the spawn button never lights up so I can't click on it. I've restarted the game 4 times and tried rebuilding it but its always the same...time counts down about 16 minutes but nothing...no spawn button. I'm at level 13.

Any ideas why this is bugged?
