Make concrete buildings desirable

Using straight numbers there is no reason to build with concrete. The hit points are too low, and all the texturing can be used by steel blocks.

Here are my thoughts.

make basic concrete and steel blocks the same HP. remove any damage resistance from concrete, maybe give steel a couple of points of DR. This will make building with steel still better, which it should be. it just won't make building with concrete so pointless.

create a new concrete block "hardened concrete". give it the same...
