Quests - not getting credit for some

Am I doing something noobish?

I've never really bothered with the quests before, but thought I might try some out this playthrough. It's a fresh world as of 3.3.1 My Omicron (desert) and Akua (temperate) playfield.yaml files are default. I do have custom a custom planet., but I have not been there yet (this game).

I started on Omicron in default hard mode.

I know I can't do a lot of the quests to start, since the Akua ones are first. I also know I have ot go in and manually activate each...
