Epic weapon crafting.

I propose a new system for Epic Weapons. One that involves crafting. Instead of getting an epic weapon from a Rare crate, you get an epic mod that can be applied to Tier 2 weapons to change their characteristics. This would require a new base/CV workstation: upgrade bench. This station would be used to upgrade your weapons(armor too when you add it).
