Blueprints - prevent stealing structure designs

With the latest update comes the need to protect BA/CV/SV/HV designs: everyone now can make a blueprint of your structure and then spawn it as if it's their own.

So the suggestion would be to limit the ability to save blueprints in the following fashion:

1. No one else can make a blueprint of structure A if it is set to Private;
2. Only faction members can make a blueprint of structure A if it is set to Faction;
3. Anyone can make a blueprint of structure A if it is set to Public.
