SV docking onto HV (unusual, huh?)

Created new armored deck fighter from the scratch, refitted one of my albatros-class hover corvettes into a small hovercarrier for a test purpose (hover frigate is really planned for that) only to find you can not even land SV on HV.

While both set to public, I'm afraid this is intended?
