CV's slowly floating down in hover mode at 0.2 m/s

Hello, so I can't get my CV to hover on planets, It's not very big, 1.5kt and I have tried adding loads of thrusters (right now it has 8 directionals and 2 regulars, pointing down) but it still just slowly floats down to the ground at 0.2 m/s.

Also when I leave it on hover mode and get out of the cockpit the CV just drops, as if it ran out of fuel.

Any ideas what I am doing wrong?
