Teir 3 and 5 SV blueprints...wut?

I spawned these ships in creative mode because I needed a spotlight whilst designing something and I fancied having a look at them as well. I noticed the fuel tanks plus other devices were totally sealed off and inaccessible.
Did the devs just not notice this or am I missing something?
